Phil Fouche, owner of Quatro Paints Products in Odessa, Texas for 28 years, will serve as the association's Treasurer for the 2007-2009 term. He has been a member of NACE since 1991 and has been active on the NACE Coating Inspector Program Subcommittee since 2002.

He is a NACE Coating Inspector Program instructor and holds a NACE Coating Inspector designation. Fouche received his Bachelor of Science degree in education and biology.
